Lilyana Pavlova: The Interest towards the Energy Efficiency National Programme Increases

The Interest towards the Energy Efficiency of Multi-family Residential Buildings National Programme increases every day. This was stated by the Minister of Regional Development and Public Works, Mrs. Lilyana Pavlova, today during the opening of one of the buildings renovated under the Energy Renovation of Bulgarian homes project. She explained that this is due to both the appearance of the finished buildings and the fact that people has understood they have been manipulated through the warnings that if they participate in the Programme they will be deprived of their homes.
Applications for participation in the Programme have been registered and submitted by 4000 associations of owners, informed the Minister. There are almost 2000 buildings with signed agreements on which it has been worked as 68 of them have already been finished. For 750 buildings procedures for selection of constructors are being carried out, and for the others structural and energy audit or design is under implementation, said Pavlova. This means that the current and the following year will be peak ones for the Programme and most of the buildings will be renovated, noted she.
I hope within the procedure for the approval of the state budget for 2017 to allocate another billion BGN to finance activities under the National Programme in order to continue it and to renovate another 2000 buildings that wait to be renovated, noted the Minister.
We managed to fully renovate 156 buildings under the Energy renovation of Bulgarian homes
Project, funded by the Operational Programme Regional Development 2007-2013. One of the renovated buildings is located on the Evlogi and Hristo Georgievi №80 boulevard. The other 138 bulidings approved to participate in the project, which were not implemented will be renovated within the Energy Efficiency National Programme. The necessary audits and design were made for these buildings, said Pavlova.
The project was blocked and suspended during the government of the Prime Minister Oresharski, reminded the Minister. We unblocked it in 2015 when was the launch of the Energy Efficiency of Multi-family Residential Buildings National Programme, focused on the large panel buildings, added she.
By unblocking the Energy renovation of Bulgarian homes Project we had the opportunity to add co-funding from the national budget to the 75% European grant funding under the project so that the working activities to be free for the owners, noted the Minister. Pavlova said that brick buildings with up to 36 apartments were mostly renovated through the European funds under the Energy renovation of Bulgarian homes Project while the National Programme is focused on large panel buildings, because there are more inhabitants living in them, they are the most energy inefficient buildings and are with the greatest need improving their condition.
She added that additional BGN 300 million during the current 2014-2020 programming period will be invested to increase energy efficiency of buildings in the country under Operational Programme Regions in Growth. These funds will again be allocated to brick buildings designed for residential use. State, municipal or private buildings which are cultural monuments will be funded as well.
