URBACT III Interregional Cooperation Programme

URBACT III (2014-2020) is one of the European Territorial Cooperation Programmes aiming the exchange of experiences and knowledge between local authorities (cities) across Europe in the field of sustainable integrated urban development (no pilot project). In the framework of a specific urban network(s), partners are invited to collaboratively develop pragmatic solutions to major urban problems and challenges, integrating economic, social and environmental considerations in a holistic manner. URBACT is primarily a capacity building programme addressing the following needs: Capacity for policy delivery, Policy design, Policy implementation and Building and sharing knowledge.

The Programme covers the territory of all 28 European Union’s Member States as well as two Partner States: Norway and Switzerland.

The total eligible programme budget is MEUR 96.3 co-financed by the European Regional Development Fund (ERDF), the 28 Member States, Norway and Switzerland. The Ministry of Regional Development and Public Works of the Republic of Bulgaria will provide the Bulgarian project beneficiaries with the respective national cofinancing through conclusion of contracts.

All Programme activities shall be carried out by a specific investment priority from Thematic Objective 11 “Enhancing institutional capacity and efficient public administration” through a Single Priority Axis “Promoting integrated sustainable urban development”. To reach the specific objective(s), three types of activities are available:

-Transnational exchange with three different types of networks: action planning networks, implementation networks and transfer networks;

-Capacity-building activities;

-Capitalisation and dissemination activities;

The eligible partners from the Programme are: cities (municipalities), districts and others equivalent, defined as public local authorities, associations and local agencies that have the authority to design and implement specific urban policies.
