The Regional Development and Public Works Minister Valentin Cerovski presented before the ad hoc parliamentary commission a report about the activity of the Ministry of Regional Development and Public Works regarding the absorption of the funds under the pre-accession programmes PHARE and ISPA. The report was deposited at the Parliament on 26 May 2004 and encompasses the period from 1999 to May 2004. It presents in detail the governing and monitoring bodies of the programmes, regulative documents, which define the legislative frame for the activities of the implementing agencies, the officers and institutions taking part in the process of absorption of the funds. The report describes the particular facts and the status of the projects under the different financial memoranda to the moment when Minister Valentin Cerovski assumed office, as well as the measures and the efforts of the team of the Ministry to save the resources from the European funds. The data show that to December 2002 there was a high risk for 16 projects to be annulled and for 81 003 018 euro under PHARE not to be absorbed. There was a threat for 7 projects under PHARE – Cross Border Cooperation and 9 projects under PHARE – Economic and Social Cohesion. In consequence of the work of the new governing body and the team the accumulated delay has been made up for and 15 of the threatened projects were contracted within the specified term.
