The Minister of Regional Development and Public Works - arch. Violeta Komitova actively participates together with her team in the Ninth National Meeting of Chief Architects and Urban Planning Experts from Municipalities. It is organised by the National Association of Municipalities (NAMRB) in Pravets and will last for two days - on July 15 and 16.
"I am one of you and I deeply believe that the problems that arise in the field suggest the appropriate solutions. The link between the responsibility for the construction and the administration of the finances for it is currently broken. This is because the responsibility lies with the mayors and the funding is managed centrally. ” This was stated by Minister Komitova to over 100 participants from all over the country in the forum, which is the only annual platform for discussions on specific issues of chief architects.
According to her, we are currently working in a difficult regulatory environment, which was not created by the people of the guild itself, and they know the problems of practice. "This normative environment is written on the 'yellow pavers'. That is why we of the Ministry of Regional Development and Public Works have taken the initiative to change the legal framework and to make the connection with the practice more visible and effective. All current problems can be solved only with your help and we must all participate in this process, "said Arch. Komitova.
The proposals for change in the Spatial Planning Act (SPA), proposed by the Minister and representatives of her team - the head of the National Spatial Planning Commission, arch. Vladi Kalinov, and her advisor, arch. Ivan Shishkov - aroused great interest and discussion.
The forum was acquainted with two of the projects presented by the Ministry of Regional Development and Public Works in the Recovery and Resilience Plan. On one of them - "Digitalisation of the construction sector", says Kristina Tsalova - Director of the Directorate "Technical Regulations" at the Ministry. The other project - "New policies and reforms in energy efficiency" was presented by arch. Georgi Kolarov - Adviser to Minister Komitova. He told the audience that the goal of the Recovery and Resilience Plan is to start the transformation of the construction industry into a sustainable one, as part of the European transition to a green economy. "We expect investments in buildings to give the desired impetus to the construction sector and the whole economy to lead to the creation of new jobs, to support supply networks at the local level," said arch. Kolarov.
The meeting, organised by NAMRB, was also attended by Tsvetana Gerdjikova and Angel Angelov - advisors to Minister Komitova. The work of the forum is led by the Chief Architect of Sofia Municipality and Chairman of the PC on Spatial Planning and Cultural and Historical Heritage of NAMRB - arch. Zdravko Zdravkov.
From the discussions it became clear that the municipalities and the branch organisations of the specialists in the sector are uniting their efforts to improve the investment process. Discussions continue tomorrow.
