Minister Valentin Tserovski and Mr. Simeon Peshov, President of the Bulgarian Construction Chamber, signed a Memorandum of Cooperation. According to the Memorandum, the Ministry and the Chamber believe that the Bulgarian construction sector faces real opportunities of increasing its market share during the 2004–2006 period. The Ministry and the Chamber will participate jointly in training and retraining programmes, and will take steps to ensure greater transparency in public procurement procedures. We discussed a number of measures with the leadership of the Bulgarian Construction chamber that are aimed at ensuring greater transparency in the absorption of EU funds, Valentin Tserovski said after the meeting. He went on to emphasise that among his Ministry’s main policies was the development of an effective system for the monitoring of EU/PHARE and ISPA funds and that such a system would rely on the active involvement of non-governmental organisations. We believe it is important that Bulgarian companies should have equal opportunities with their foreign competitors in international infrastructure development tenders held in this country, emphasised the Minister and added that, in his view, there were very few projects that Bulgarian companies could not implement on their own.
