Price bids for the construction of “Trakia Highway” were opened

Today, the price bids for “Trakia Highway” LOT 2 were opened by the Committee on Public Procurement. The event took place at the Ministry of Defense.

The opening was done in the presence of the Minister of Regional Development and Public works, several Deputy ministers, the Chairman of the Board of directors at API, representatives of the participants in the procedure, representatives of nongovernmental organizations, including Transparency International, and journalists. Four out of eight price bids for the building of “Trakia Highway” LOT 2 became clear.

The lowest price of 137 868 000 leva, including VAT, was offered by “Magistrala Trace Alliance”.

In order of their opening the price bids are as follows:
-“Terna” JSC- 247 608 350 leva, including VAT
- “Alpine- Holding Roads”DZZD (Association under the Law on Obligations and Contracts)- 373 641 762 leva, including VAT
-“Magistrala Trace Alliance”, 137 868 000 leva, including VAT
-“Aktor”- 292 177 350 leva, including VAT

The price bids of the other participants were not opened because the Commission considered that they can not continue at this stage of the procedure due to significant gaps and inconsistencies with the contractor.

The substantial difference in the offers presented imposes a price justification of the company that had offered the lowest bid. It has to be presented by the middle of next week. The commission has to choose a executor by the end of the same week.

The Committee’s report and documentation will be reviewed by the managing authority in the face of the Ministry of transport within one week. Only then the contractor API may proceed and announce the selected executor.
