State and municipal properties are entered in a single register

The measure will ensure full transparency in the management of public property

All state and municipal property will be united in a single property management system and register. The innovative e-system will be administered by the Ministry of Regional Development and Public Works, and departments and municipalities will record and reflect changes in the system for the territory and properties for which they are responsible. It will be built under a project of the Ministry of Regional Development and Public Works in the amount of BGN 3,117,532.93, financed by the Operational Programme "Good Governance". The deadline for its implementation is June 31, 2023.

The implementation of the activities will unite all currently existing registers for real estate - state and municipal property, which are maintained by various institutions at central, regional and municipal level, except for those with a security stamp within the meaning of the Classified Information Protection Act. The aim is to improve the quality, completeness and security of the data, as well as to optimise the overall organisation. The detailed register will also include a history of management and changes in ownership for each property. By merging the registers, the official exchange of information between the administrations will be improved.

It is envisaged that the properties will also contain data for tax assessment, data on the granted management rights, concessions, lease agreements, sale, exchange, division, established limited real rights, as well as for the person who acquired rights, including the acts under the force of which the property has ceased to be state / municipal property. The drafting of new acts for exclusive, public, private state and municipal property according to the current legislation is another functionality that the system will offer. Through it, they will be able to carry out all operations related to the management of state and municipal property. It will be possible to extract data to support decision-making on property management and administration in order to increase transparency and traceability of the management and administration process. An electronic work manual and a handbook for administrators will be developed. Specialised trainings for at least 700 employees to work with the system and the register are also planned.

The project will also prepare an analysis of the regulations and will prepare drafts for amendments to the applicable regulations in connection with the functioning of the unified register and the system, with the relevant justification and impact assessment. A comprehensive analysis of the current state of the registers maintained in the 28 district administrations, the primary budget managers and the 265 municipalities, as well as the work processes and connections with other information systems, including the level of their electronicisation, is also planned.

The establishment of the system is provided in measure 66 of the Updated Roadmap for the implementation of the Strategy for the development of e-government in the Republic of Bulgaria for the period 2019-2023.

The project "Building a property management system, including a single register of state and municipal property" is funded by the Operational Programme "Good Governance", co-financed by the European Union through the European Social Fund.
