The policy for energy efficiency and renovation of the building stock becomes a constant priority for our coun

‘By the end of 2026, the National Building Renovation Plan will be drawn up in our country,’ said Deputy Minister of Regional Development and Public Works Dora Yankova on NOVA NEWS Live Day. After its approval, it is envisaged that by 2050 the renovated buildings in the country will be at least 60%. This will be done with money from the state budget, with European funds and other financial instruments.
The policy on energy efficiency and renovation of the residential building stock becomes a constant priority of the state, with BGN 2.5 billion provided for this purpose by 2029. She assured that all 1048 approved blocks under the Recovery and Resilience Plan will be financed and the citizens’ costs for technical passports will be reimbursed.
‘The total VAT programme to be paid by the Bulgarian State for the RRP is BGN 1 billion and 200 million’.
‘The government has a decision for BGN 2 billion and BGN 500 million under the National Energy Efficiency Programme until 2029,’ commented Dora Yankova.
One of the main problems faced by owner associations is related to the shelf life of technical passports, for which households have already paid. Dora Yankova assured that there is no risk under the RRP that these documents will expire and that a repayment will be required.
"Everything that is now approved under these 1048 blocks, the technical passports, the audit and the energy audit, which is at the expense of the owners' association, is foreseen in the plan to be restored to them. They will not lose their prescription, as we are still at the time when their passports under the Energy Efficiency Act are statute-barred," Yankova is adamant.
Despite the huge interest and the funds provided, the implementation of the program faces difficulties. Some municipalities have launched public contracts with unrealistically low prices, leading to a lack of interest from construction companies.
“We have such a building with 160 leva per square meter, three times they have played at auction in Karlovo. No one appears because the reference value is now BGN 250 excluding VAT", says the Deputy Minister of Regional Development
Deputy Minister Yankova stressed that renovation will continue to be a major policy not only in Bulgaria but also in the entire European Union, with the goal of renovating 60% of the building stock by 2050. A measure for renovation of single-family houses is currently being prepared and will be managed by the Ministry of Energy.
