Bulgaria and Turkmenistan signed a bilateral documents in areas of mutual interest

In the presence of Prime Minister Boyko Borissov, bilateral documents on cooperation between Bulgaria and Turkmenistan in the fields of transport, investment, youth and sports and foreign affairs were signed in “Avaza”.

An agreement on cooperation in the field of postal and electronic communications and information technology was signed during the Fourth Session of the Intergovernmental Bulgarian-Turkmen  Commission for Economic Cooperation, chaired by Bulgaria’s Minister of Regional Development and Public Works Petya Avramova. The focus of the document is the exchange of information on regulations, market principles and liberalisation in the communications sector. The agreement allows for the signing of contracts for direct cooperation between the telecommunications and postal operators of the two countries.

A Memorandum of Cooperation was signed between the Bulgarian Investment Agency (BIA) and the Ministry of Finance and Economy of Turkmenistan. This document will be an important mechanism for stimulating and supporting business and will encourage investment processes in both countries. The BIA and the Ministry of Finance and Economy of Turkmenistan will strengthen cooperation in the field of investment projects, exchange of information to attract investment, create new business partnerships to enter third markets and implement joint projects between the two countries.

In the field of youth and sports, the corresponding ministries of Bulgaria and Turkmenistan agreed to promote cooperation between sports institutions, sports federations and other sports organisations in the two countries in the field of high-performance sports; sports for all; sports science and sports medicine; the fight against doping in sport.

Minutes of the Fourth Session of the Intergovernmental Bulgarian-Turkmen Commission for Economic Cooperation were also signed. They noted the agreements reached between the two countries during the session, including the accelerated coordination and preparation for the signing of the draft Convention between the Government of Turkmenistan and the Government of the Republic of Bulgaria on the avoidance of double taxation with respect to taxes on income and capital.

Outside the work of the intergovernmental commission, a Cooperation Programme was signed between the Ministry of Foreign Affairs of the Republic of Bulgaria and the Ministry of Foreign Affairs of Turkmenistan for the 2020-2021 period. The programme provides for political consultations between the two ministries of foreign affairs and exchange of information which will enhance the development of dialogue and cooperation. The last political consultations between the Ministries of Foreign Affairs of the two countries were held in 2015. In the period covered by the Programme, political consultations are planned on topics such as bilateral relations and prospects for their development, bilateral cooperation within the UN and other international organisations and current regional issues. In accordance with the Cooperation Programme, the parties will inform each other about the opportunities for exchange of departmental public printed and electronic publications, as well as about the holding of international events in the field of culture, economy and other areas of mutual interest in their countries.

On the Bulgarian side, the documents were signed by the Minister of Transport, Information Technology and Communications Rossen Jelyazkov, the Executive Director of the Bulgarian Investment Agency Stamen Yanev, the Minister of Regional Development and Public Works Petya Avramova and the Ambassador Extraordinary and Plenipotentiary of Bulgaria to Turkmenistan (based in Baku, Republic of Azerbaijan) Nikolay Yankov. The agreement for promoting cooperation between sports institutions on the Bulgarian side was signed by Minister Petya Avramova for the Ministry of Youth and Sports.
