Bulgarian Project For Electronic Information System For Civil Registration Is Among The Finalists in a Competi

A project of the Civil Registration and Administrative Services (GRAO) Directorate General with the Regional Development and Public Works Ministry was rated among the top five projects in a competition on European, Central and Local Government e-Cooperation and Public services. The competition was held within the framework of the European e-Government Conference in Italy June 7-8. Only 65 of a total of 375 projects from across Europe were short listed for presentation at the conference. The top five projects received finalist certificates from the European Commissioner for Enterprise and the Information Society Erkki Liikanen. The GRAO project is an electronic information system for civil registration and administrative services. It stores the personal data of Bulgarian citizens and administration clerks authorized to work with personal data, can use the Internet as a communication medium. The e-signature is used as a safety instrument. The participants showed interest in the system for access to the electoral registers on the Internet, which facilitates voters’ personal data check and identification. The participants in the conference heard presentations of the best European practices in e-government. Attending the conference were Italian Prime Minister Silvio Berlusconi, government ministers of over 30 countries and senior executives of leading IT companies. The Bulgarian delegation was headed by the Minister of State Administration Dimiter Kalchev and also included experts of the Regional Development and Public Works Ministry and the Bulgarian managers of Microsoft, Hewlett Packard and Nokia.
