Deputy Minister Dora Yankova: Bulgaria Starts the Largest Program for Modernization and Renovation of the Buil

The Deputy Minister of Regional Development and Public Works Dora Yankova presented a vision for the future of the programmes for the renovation of the existing building stock at the first public discussion on the National Building Renovation Plan organised by the Municipal Energy Efficiency Network ‘EcoEnergy’ and the Energy Efficiency Centre EE ‘EnEffect’.
In her speech, Deputy Minister Yankova pointed out that the vision for the future of the programs for renovation of the existing building stock is aimed at creating a sustainable, energy-efficient and accessible to citizens building stock. She pointed out the main elements of this vision, which is the understanding that the renovation of buildings is not just a technical measure, but a long-term policy with economic, social and environmental benefits.
As a first element in the vision, Yankova pointed out the integrated and long-term approach, in which the renovation of buildings will include not only thermal insulation measures, but also the modernization of installations, the introduction of energy-efficient heating and cooling systems, the use of renewable energy sources and measures for adaptation to climate change.
The second element provides for innovative, accessible and sustainable financial mechanisms, which will be based on a combination of different sources of funding – European funds, national resources, financial instruments and private sector involvement – with the National Decarbonisation Fund acting as a central mechanism for scaling up investments.
The third element of the vision envisages digitalization, transparency and better project management, which includes the introduction of digital tools for application, monitoring and management, which will allow greater transparency, faster implementation and more effective control of results. The aim is to create a clear and predictable system that makes it easier for citizens, municipalities and administrations alike.
A stronger role for local authorities foresees the fourth element of the vision, as local authorities will play a key role in future programmes due to their proximity to citizens and their good knowledge of the state of the building stock. For this purpose, we will work in partnership between the state and the municipalities by providing more opportunities for planning, prioritizing sites and participating in the management of the programs. The active participation of the local authorities is crucial for the successful and even renovation of the buildings throughout the country.
Sustainable technologies and innovation are the fifth element of the vision. It provides for programmes to promote the use of eco-materials and advanced technologies that reduce energy costs, increase the lifespan of buildings and reduce the negative impact on the environment. The future of building stock renovation is integrated, digitalised, sustainable and people-centred.
Deputy Minister Yankova expressed confidence that the vision will make the National Renovation Plan a key tool for improving the lives of Bulgarian citizens, modernizing buildings and achieving national and European targets for energy efficiency and climate. According to her, with the commitment of branch organizations and citizens, Bulgaria will be able to lay the foundations for a sustainable and energy-efficient future for the entire building stock by 2050.
