On the basis of a developed territorial analysis, after a study of the needs and possibilities of the cross-border region and a survey of the interested parties, four priorities were selected. They will support joint projects aimed at improving connectivity, preventing risks arising from climate change, protecting the environment, promoting equal access to education and promoting the integrated development of the cross-border region. The set goals of the programme are in accordance with the European vision for sustainable development in the implementation of regional policy, including The Territorial Agenda 2030, the European Green Deal, etc. To fulfill these objectives, the programme will fund projects with a cross-border dimension, underpinned by the four priorities of the programme as follows:
Priority 1 "Well-connected region" (PO3) of the programme is aimed at supporting strategic project proposals in two areas: 1) improvement of rail connectivity and 2) improvement of navigation conditions on the Danube River.

Priority 2 "Greener Region" (PO2) of the programme aims to reduce the risks affecting the region and to promote adaptation to climate change in line with the objectives of the Green Deal to minimize the economic, social and the environmental impact caused by climate change, as well as supporting actions to improve and protect biodiversity, encouraging the active participation of civil society and implementing joint solutions to protect and restore nature and biodiversity in an effort to combat unsustainable human activities, which cause environmental degradation throughout the region. The following specific objectives have been selected:

Specific objective: (vii) Improving the protection and conservation of nature, biodiversity and environmentally friendly infrastructure, including in urban areas, and reducing all forms of pollution
Priority 3 "Educated Region" (PO 4) of the programme supports actions to strengthen cross-border cooperation in the field of education and training, to create new opportunities for cross-border mobility and joint actions to increase access to and participation in education and training, including for disadvantaged groups (people with a low level of education and / or affected by poverty).

Priority 4 "Integrated Region" (PO5) of the programme supports an integrated approach to the economic development of the region, based on the EuroVelo route 6. Direct support for local small and medium-sized enterprises will also be foreseen.
