Similar to previous programme periods, cities are the main beneficiaries of the programme, with the term "beneficiary city" referring to a public local body representing:
- City, municipality, settlement;
- Local agencies defined as public or equivalent public organizations established by a given municipal administration (partly or wholly municipal/city owned) responsible for the development and implementation of urban policies in the areas of economic development, energy supply, health services, transport and etc.,
- Sub-structures of management of a given municipality, such as urban areas and neighborhoods, in cases where they are represented by a political-administrative institution that has competences for creating and implementing urban policies,
- Organized agglomerations in cases where they are represented by a political-administrative institution that has delegated competences for the preparation and implementation of urban policies.
In addition, eligible beneficiaries may also be regional / national authorities, as well as universities and research centers, but only in cases where urban issues and policies are addressed.
