The Ministry of Regional Development and Public Works develops a project of a Law for the water supply and sewage. It will be ready in December and will be introduced for public discussion.
The Act will give solution to three basic problems in the sector related to the property of the infrastructure, the management of the property and the relations between the users and the operators of water supply and sewage systems.
The new Law will be basic legislation act for the sector. It will settle the existing contradictions in the now active legislation about the property on the water supply and sewage infrastructure.
Presently the questions related to the property in this sector have been arranged by the Law for the Waters and the Law for the Municipal Property.
The project includes criteria dividing the property on public state property and public municipal property. It also introduces models for its management including establishment of public-private partnership in the management of the water supply and sewage systems.
By the adoption of the new law and the force of the Law for the regulation of the water and sewage services and the Law for waters management will be created a complete legal framework for management of the sector.
