On 29 May 2007 in the Ministry of Regional Development and Public Works was held the public opening session for the open international tender procedure for Design and Build of the Waste Water Treatment Plant and Ancillary Facilities in Ruse, BULGARIA Ref.: EUROPEAID/123401/D/WKS/BG. This project is co-financed by: 1. Financing Memorandum between European Commission and Republic of Bulgaria – ISPA Measure No. 2005/BG/16/P/PE/004 2. European Bank for Reconstruction and Development 3. Bulgarian Government’s contribution The Contract Conditions are governed by FIDIC, Conditions of Contract for Plant and Design-Build (“Yellow Book”, first Edition 1999) with respect to the particulars of Bulgarian Law of the Spatial Planning (Pub. State Gazette (SG) No. 1/2 January 2001, last amended SG No. 82 from 10 October 2006) and supplementary Ordinances. Description of the contract The subject of this contract is the design and construction of the wastewater treatment plant (WWTP) based on the Preliminary Design provided by the Contracting Authority, the supervision of operation and maintenance and additional design and build works on ancillary facilities to the sewerage network, as follows:  Detailed design of the WWTP (incl. tertiary treatment 240 000 p.e.)  Construction of the WWTP  Design and Construction of waste water pumping stations  Design and Construction of a main collector: approx. 2 550 m with diameter 1200 mm from the waste water pumping station to the WWTP  Supervision of Operation and Maintenance, training and monitoring of WWTP’s personnel during 3 months prior to Taking Over Certificate of the Works and during 12 months of the Defects Notification Period. The procurement of the Works Contract must be managed in accordance with the "Practical Guide to Contract Procedures for EC External Actions” (last update 2006). 13 offers were submitted for this tender as per the attached table.
