Single-family houses in the 50 large municipalities will be rehabilitated with euros

The single-family houses will also be able to be renovated with European funds. The condition is that they are located in the 50 large municipalities. Various energy efficiency measures will be eligible, which will be financed by the 2021-2027 Development of the Regions Program managed by the Ministry of Regional Development and Public Works.

The measures will be supported under priorities 1 and 2 - "Integrated Urban Development" and "Integrated Territorial Development of the Regions". Projects identified on the basis of a bottom-up approach, which are reflected in the integrated development plans of the municipalities and integrated territorial development strategies of the six planning regions, will be funded. The model to support the measures is still under development. The total number of buildings that can be financed is also specified.

An obligatory condition for the renovation of single-family residential buildings will be the presence of a prepared inspection for energy efficiency and technical inspection of the building, which the owners can assign to specialists. The main goal is to achieve a higher energy class after the renovation.

The largest municipalities in the country - Sofia, Plovdiv, Varna, Burgas, Pleven, Ruse, Stara Zagora, Vidin, Veliko Tarnovo and Blagoevgrad, will receive funding under Priority 1 "Integrated Urban Development". The second priority will finance measures on the territory of the other 40 urban municipalities. These are Vratsa, Lovech, Lom, Montana, Troyan, Gabrovo, Gorna Oryahovitsa, Sevlievo, Razgrad, Svishtov, Silistra, Dobrich, Targovishte, Shumen, Sliven, Yambol, Nova Zagora, Aytos, Karnobat, Kazanlak, Svilengrad, Harmanli, Dimitrovgrad Kardzhali, Haskovo, Asenovgrad, Velingrad, Smolyan, Pazardzhik, Peshtera, Panagyurishte, Karlovo, Botevgrad, Gotse Delchev, Dupnitsa, Kyustendil, Pernik, Petrich, Samokov and Sandanski.

The implementation of the RDP measures envisages the use of financial instruments for some of the planned interventions, which will stimulate the realization of income-generating investments and the provision of long-term loans with low interest rates on favorable terms. Support through financial instruments will be provided including in combination with grants in one operation.

At present, the owners of single-family residential buildings can implement energy efficiency measures through loan financing from the Fund of Funds under OPRD 2014-2020.
