The MRDPW makes efforts to facilitate the investment process in the country by sufficient development of the legislation in the sphere of construction, announced Deputy Minister Savin Kovachev at the opening ceremony of the First Annual Forum: Construction Ideas and Investment. In 2004 will be considered and adopted several laws which are important for construction, design and the real estate market, added Deputy Minister Savin Kovachev. Those include the General Urban Plan of Sofia Municipality, which is under coordination before being put forward in the Council of Ministers. The Cadaster and Property Register Act will be considered at a second reading in the Parliament, the Geodesy and Cartography Bill has also been drafted. We also have a Black Sea Coast Bill and we hope that we will complete it in two months to put it forward before the Council of Ministers, specified Mr. Savin Kovachev. MRDPW experts assist in drafting Bulgarian Construction Companies Registration Bill. We are actively working on the improvement of the regulatory provisions related to the Territorial Development Act /TDA/, underlined Deputy Minister Savin Kovachev. The government has already adopted four of the TDA provisions, the Regulation on the Conditions and System of the Compulsory Design and Construction Insurance is to be adopted. The Commission which will issue consultant licenses – the new participants in the construction process according to the latest amendments in the TDA. Deputy Minister Savin Kovachev specified that there had already been 7-8 applications for issuance of consultant licenses.
