Functions of the Directorate:
1. Develops and implements appropriate human resources strategies and policies in line with the strategic objectives of the Ministry.
2. Participates in the development of policies for optimising the organisational structure of the Ministry and provides methodological support for their implementation.
3. Develops forecasts and human resources planning for the Ministry.
4. Organises recruitment and selection activities; organises and provides methodological support for civil service competitions within the Ministry.
5. Prepares all acts related to the establishment, amendment and termination of employment and civil service relations in accordance with applicable legislation; prepares, maintains and archives employees’ personnel files.
6. Participates in the drafting of normative acts and strategic documents in the field of human resources management.
7. Prepares and updates the establishment schedules and nominal staffing tables of the Ministry.
8. Analyses and designs job positions within the Ministry, and organises the preparation and updating of job descriptions for administrative staff.
9. Organises the implementation and maintenance of systems for performance evaluation, remuneration and career development of Ministry staff.
10. Organises and controls staff training and development by proposing and implementing training and professional qualification programmes.
11. Conducts staff surveys aimed at improving organisational culture and working conditions within the Ministry.
12. Ensures “one-stop shop” administrative services for natural and legal persons.
13. Coordinates the preparation of materials of the Ministry and subordinate budget-spending units for meetings of the Council of Ministers and its advisory bodies.
14. Organises registry office activities through an automated information system, including archiving and document storage; prepares certified copies of documents stored in the archive.
15. Registers, reviews and routes incoming correspondence according to competence.
16. Provides references and prepares certified copies of documents stored in the registry and institutional archives.
17. Organises appraisal of archival documents, their processing and transfer to the Central State Archives.
18. Monitors the implementation of instructions issued by the political cabinet and the Secretary General and prepares reports on overdue tasks.
19. Organises the coordination and submission of draft acts to the Council of Ministers, maintains an archive of acts adopted by the Council, and ensures that directorates are informed of acts relevant to the Ministry and subordinate budget units.
20. Coordinates and controls the preparation of the Minister’s opinions on materials for meetings of the Council of Ministers and is responsible for their archiving.
