Functions of the Directorate:
1. Financial and accounting activities:
a) Organises and implements the Ministry’s financial and accounting policy in accordance with the Public Finance Act, the State Budget Act of the Republic of Bulgaria for the respective year, the Accounting Act, the Financial Management and Control in the Public Sector Act, the Chart of Accounts for budget organisations, applicable accounting standards and other relevant legislation governing financial activities, with the exception of financial and accounting policies related to EU Structural Funds and the Cohesion Fund and other international programmes and agreements; provides methodological guidance to subordinate budget-spending units.
b) Organises and maintains accounting records under the Unified Budget Classification and by programmes in accordance with the programme-based and results-oriented budgeting framework and accounting accounts in line with the Accounting Act, the Chart of Accounts for budget organisations and applicable accounting standards.
c) Prepares monthly and quarterly reports on the cash execution of the budget, EU funds accounts and third-party funds accounts for the central administration of the Ministry.
d) Prepares quarterly and annual trial balances for the central administration and consolidated trial balances for the Ministry.
e) Prepares the annual financial statement of the central administration and the consolidated annual financial statement of the Ministry.
f) Performs internal financial control for the central administration of the Ministry regarding:
aa) compliance with financial, budgetary and payment discipline;
bb) proper preparation and timely recording of primary and secondary accounting documents;
cc) regular performance of planned and ad hoc inventories;
dd) assumption of commitments and execution of expenditures, including application of the dual-signature principle.
g) Prepares monthly payroll statements and executes salary payments.
h) Stores payroll records and organises the preparation of standard forms related to staff retirement procedures.
i) Organises and conducts annual inventories within the established deadlines.
j) Prepares reports on staff numbers, working time, wage costs and other labour-related expenditures.
k) Ensures the safekeeping of accounting documents in accordance with the Accounting Act and internal rules and procedures.

2. Budget-related activities:
a) Prepares the Ministry’s three-year budget forecast, draft budget and annual budget on a consolidated basis by elements of the Unified Budget Classification and by policies and programmes.
b) Coordinates and cooperates with subordinate budget-spending units in the preparation of the three-year budget forecast, draft budget and annual budget.
c) Proposes to the Minister the allocation of the Ministry’s annual budget among subordinate budget-spending units.
d) Prepares the monthly distribution of the approved annual budget by elements of the Unified Budget Classification and by programmes.
e) Prepares and coordinates budget amendments in compliance with the Public Finance Act, the State Budget Act of the Republic of Bulgaria for the respective year, and instructions of the Minister of Finance.
f) Organises and submits monthly requests for expenditure limits for the Ministry, including for state investment loans administered by the Ministry.
g) Analyses, allocates and approves expenditure limits via the Electronic Budget Payments System for budget-spending units within the Ministry’s system, including state investment loans administered by the Ministry.
h) Approves, manages and monitors payments in the Ministry’s Electronic Budget Payments System as a first-level budget spending unit.
i) Analyses data and prepares consolidated monthly and quarterly reports on budget execution, EU funds accounts and third-party funds accounts, and submits them to the competent authorities.
j) Organises and prepares quarterly financial reports on the implementation of approved policies and programmes under the Ministry’s budget.
k) Organises and prepares semi-annual and annual reports on the implementation of approved policies and programmes.
l) Organises and prepares calculations for financing capital expenditures, including by sources of funding.
m) Organises and consolidates reports on capital expenditure execution.
n) Verifies and compiles documentation for payments under the Ministry’s investment programme and executes transfers under agreements financing municipal projects.
o) Performs monthly and periodic analyses, reports and breakdowns of the investment programme execution.
p) Prepares opinions and coordinates financial justifications for draft normative acts.

3. Economic activities:
a) Ensures maintenance and repair of the Ministry’s movable and immovable property.
b) Organises maintenance and repair of electrical, water supply, sewage, heating and other building systems.
c) Organises and supervises the proper technical operation and maintenance of the Ministry’s vehicle fleet.
d) Organises cleaning and sanitary conditions in the Ministry’s administrative building and surrounding areas.
e) Ensures efficient management and use of movable property owned by the Ministry, excluding assets assigned to the Directorate “Information Services and Security Systems”.
f) Ensures lawful, efficient and proper use, management and safeguarding of movable assets provided to the Ministry.
g) Organises material and technical supply of the Ministry (equipment, machinery, spare parts, inventory, office equipment, consumables, materials and furniture), as well as their storage and maintenance.
h) Ensures maintenance of buildings, housing stock, installations and equipment, and organises contracts with external contractors.
i) Initiates insurance procedures for the Ministry’s movable and immovable property in accordance with applicable legislation.
j) Plans, organises and conducts public procurement procedures where necessary for the performance of its functions.
k) Monitors the execution of contracts concluded under procurement procedures.
l) Organises and controls the lawful, efficient and proper use of immovable property provided to the Ministry.
m) Proposes disposal actions regarding Ministry-owned real estate to ensure maximum efficiency.
n) Participates in organising and implementing new construction projects within the Ministry.
