Department "Energy Efficiency Strategies and Programs in Residential Buildings"

Functions of the Directorate:

1. Assists the Minister in the development and implementation of the state housing policy;
   2. Develops a National Housing Strategy, concepts, national programs and action plans for the development of the housing sector; carry out and coordinate the implementation of the measures set out therein and monitor their implementation;
   3. Develops draft normative acts related to housing policy and participates in the development of normative acts for improving energy efficiency in residential buildings in the Republic of Bulgaria through a representative in committees and working groups;
   4. Develops models of documents provided for in the normative acts, gives methodological instructions, supports, coordinates and carries out monitoring related to the implementation of housing policy;
   5. Collects information on the state of the existing housing sector and proposes measures to improve it and to improve its management and maintenance;
   6. Organizes scientific and applied research related to the housing policy and the housing sector;
   7. Researches, analyzes and prepares answers to inquiries and proposals related to housing policy and improvement of energy efficiency in residential buildings in the Republic of Bulgaria;
   8. Organizes information and education campaigns among citizens and municipal and regional administrations to achieve the main objectives of housing policy and to improve energy efficiency in residential buildings in the Republic of Bulgaria;
   9. Coordinates and monitors the implemented programmes/projects for the renovation of the residential building stock and the improvement of energy efficiency in residential buildings in the Republic of Bulgaria, financed by national and/or European funds, by systematically collecting and analysing information on technical and financial reporting, including by carrying out checks (documentary, on-the-spot, ad-hoc checks, on alerts), and proposes measures to be taken in the event of irregularities and infringements found;
   10. Plans, coordinates and implements investment projects related to improving the condition of the housing sector and access to housing, financed by the state budget and by international financial institutions;
   11. Implements and coordinates joint programs and projects with other agencies and non-profit legal entities in the field of housing;
   12. Assists in the construction of municipal social housing and the implementation of the National Strategy of the Republic of Bulgaria for Roma Integration (2012-2020);
   13. Maintain contacts with the Managing Authority of Operational Programme Regional Development 2007-2013 and Operational Programme Regions in Growth 2014-2020, financial institutions and other bodies and legal entities, regional and municipal administrations and non-governmental organisations on issues related to the renovation of the residential building stock and the improvement of energy efficiency in residential buildings.
