The Inspectorate is directly subordinate to the Minister and exercises administrative control over the activities of the Ministry, including the activities of secondary budget spending units under the Minister.

The Inspectorate:
1. Assists the Minister in the implementation of tasks arising from the programme for the execution of the National Anti-Corruption Strategy;
2. Conducts planned and ad hoc inspections of structures, activities and processes within the administration;
3. Carries out corruption risk assessments and proposes measures for its mitigation;
4. Collects and analyses information and conducts inspections to identify violations, acts of corruption and inefficiencies in the work of the administration;
5. Exercises control and conducts inspections under the Anti-Corruption and Forfeiture of Illegally Acquired Assets Act;
6. Monitors compliance with laws, secondary legislation and internal administrative acts governing the organisation of work by civil servants;
7. Where violations of official duties or of the Code of Conduct of Civil Servants are identified, proposes the initiation of disciplinary proceedings;
8. Investigates complaints and signals concerning unlawful or improper actions or omissions by administration staff;
9. Conducts inspections regarding the provision of administrative services;
10. Draws up acts establishing administrative violations committed by administration staff, where such competence is provided by law;
11. Refers cases to the прокуратура (Public Prosecutor’s Office) where inspections reveal indications of a criminal offence;
12. Proposes the adoption of new internal rules or amendments to existing internal acts regulating the organisation and functioning of the administration;
13. Performs other functions related to administrative control arising from normative acts or assigned by the Minister.

At the end of each year, the Inspectorate prepares an activity plan for the following calendar year, which is approved by the Minister. Inspections are carried out on the basis of an order issued by the Minister.

The Inspectorate also performs other inspections on specific issues and cases assigned by order of the Minister.

The Inspectorate reports annually on its activities to the Minister of Regional Development and Public Works.
