Functions:
1. Plans and organises activities related to the provision of information technology services within the Ministry and, where necessary, coordinates such activities within secondary budget spending units under the Minister.
2. Manages and ensures the provision of services related to information and communication technologies within the Ministry and, where necessary, coordinates such activities within secondary budget spending units under the Minister.
3. Organises and administers activities for the development and system integration of the information infrastructure on which information and communication technology services are based, including hardware platforms, databases, data storage and information protection systems, computer networks and communications, and mobile devices.
4. Carries out activities related to the design, development, implementation and operation of security systems within the competence of the Minister.
5. Develops internal rules on network and information security based on the “Information Security Management Systems” model, in accordance with ISO 27001, and in compliance with the requirements of the Ordinance on the General Requirements for Network and Information Security adopted by Council of Ministers Decree No. 279 of 2008 (State Gazette No. 101 of 2008).
6. Performs the functions under Annex 2 of the Ordinance on the General Requirements for Network and Information Security through a Network and Information Security Officer appointed within the directorate.
7. Plans, organises and implements the material and technical supply of the Ministry with ICT equipment, software, internet provision, telecommunications services and certification services.
8. Maintains official registers of users, computer and peripheral equipment, communication equipment of the Ministry, and the software products and systems in use.
9. Coordinates activities related to the implementation of e-government within the Ministry and, where necessary, within secondary budget spending units under the Minister.
10. Coordinates and ensures the interoperability of the Ministry’s information systems with the relevant registers maintained by other state and municipal authorities and institutions.
11. Develops and maintains a contingency plan for wartime preparedness and a wartime plan for the Ministry in accordance with the Directive on the preparedness of central and territorial administrations, commercial companies, organisations and state enterprises for wartime operations, and in accordance with the Ordinance on civil resource planning for defence.
12. Develops the Ministry’s counter-terrorism plan.
13. Develops and maintains a disaster protection plan for the Ministry in accordance with the Disaster Protection Act, the National Disaster Protection Programme and other applicable legislative and regulatory acts.
14. Organises disaster protection activities in accordance with the statutory powers delegated to the Minister.
15. Organises continuous 24-hour duty services for alerting in case of transition from peacetime to wartime status, disasters, accidents, crises and emergency situations within the Ministry’s system.
16. Organises and ensures cooperation with the Ministry of Defence and other ministries and agencies in the process of civil resource planning for national defence, in accordance with the Defence and Armed Forces Act of the Republic of Bulgaria.
17. Organises the identification of critical infrastructure and its facilities within the sectors under the Minister’s competence and carries out activities related to the control of their protection.
18. Proposes the designation of strategic sites and activities of importance for national security and of national significance within the sectors under the Minister’s competence.
19. Organises and controls the implementation of systems of measures, methods and means to ensure technical and physical security, including access control and fire protection within the Ministry.
20. Maintains, develops and administers a register of state property acts concerning immovable property related to classified information constituting state secrecy.

Within the Directorate “Information Services and Security Systems”, an Information Security Officer is appointed, who:
1. Monitors compliance with the requirements of the Classified Information Protection Act and international treaties related to the protection of classified information.
2. Plans, organises and controls activities related to the protection of classified information.
3. Maintains a register of persons granted access to classified information, monitors the validity of clearances and changes in classification levels.
4. Monitors the correct determination of information classification levels.
5. Organises and conducts training of staff in the field of classified information protection.

Within the Directorate “Information Services and Security Systems”, a unit is established to support the Information Security Officer in performing tasks related to the implementation of rules concerning the different types of protection of classified information.

Ministry of Regional Development and Public Works
