Functions:
Plans, organizes, controls, and coordinates all processes and activities related to the development, maintenance, operation, technical administration, and lifecycle of information and communication systems within the Ministry, and, where necessary, coordinates these activities with secondary budget administrators subordinate to the Minister;
Plans, organizes, coordinates, and controls the implementation of network and information security measures for the networks and information systems used by the Ministry—with the exception of those used by the General Directorate "Civil Registration and Administrative Services"—in accordance with the Cybersecurity Act and the Ordinance on Minimum Requirements for Network and Information Security;
Develops, updates, and coordinates the implementation of internal policies, rules, plans, procedures, and methodologies related to the management, development, security, operation, and use of information and communication systems within the Ministry;
Develops, updates, and coordinates the implementation of internal policies, rules, plans, and procedures regarding network and information security, including those for risk management, incident management, business continuity, archiving, recovery, access management, traceability, and the protection of information assets;
Organizes, coordinates, and controls activities related to the provision of certification services within the Ministry, including electronic signature certificates for internal purposes within an internal public key infrastructure; Acts as the national competent authority for network and information security for the "Drinking Water Supply and Distribution" sector;
Acts as the sectoral Computer Security Incident Response Team (CSIRT) for the "Drinking Water Supply and Distribution" sector, whereby these functions may be performed by utilizing the technical and operational capacity of "Bulgarian Water Supply and Sewerage Holding" EAD;
Plans, organizes, and carries out the procurement of equipment and services related to information and communication technologies, software, and telecommunications for the Ministry, as well as the maintenance of information and communication systems;
Maintains official registers of users, computer and peripheral hardware, communication equipment, software products in use, information systems, and services within the Ministry;
Coordinates activities related to the implementation of e-government within the Ministry's internal systems;
Coordinates and ensures interaction between the Ministry's internal information systems and the necessary registers and information systems of other state and municipal bodies and organizations, as well as compliance with interoperability and electronic exchange requirements;
Organizes and coordinates the fulfillment of the Ministry's obligations regarding the maintenance, updating, and provision of information on information resources, information assets, information systems, electronic administrative services, and projects and activities in the field of e-government, where such obligations arise from the Electronic Governance Act and its implementing legislation; Organizes and oversees the periodic creation of backups, data archiving, the technical storage of electronic documents, and compliance with requirements for the identification of officials and information systems within the Ministry’s internal systems, in accordance with applicable regulatory requirements;
Coordinates the preparation, planning, approval, registration, monitoring, and reporting of projects, activities, and expenditures in the fields of information and communication technologies, e-government, network and information security, and digital transformation, where provided for by law or secondary legislation;
Participates in the preparation of proposals for the budget, investment expenditures, technical specifications, plans, and programs related to the Ministry’s information and communication technologies, e-government, network and information security, and digital transformation, and provides methodological coordination for their implementation;
Serves as the primary technical and coordinating unit for the internal implementation of requirements regarding the use of artificial intelligence systems within the Ministry, including matters of internal rules, technical assessment, traceability, human oversight, risk management, and compliance with applicable European Union acts;
Develops, updates, and maintains in a state of readiness for implementation the Ministry’s counter-terrorism plan, in accordance with the Counter-Terrorism Act and the National Counter-Terrorism Plan and other.
