Functions of the Directorate:

1. Assists the Minister in the implementation of the state policy on the development of normative acts (issued alone or jointly with other competent ministers) in the field of investigation, design, implementation, maintenance and demolition of constructions and their harmonization with the law of the European Union with a view to creating conditions for the construction of safe, energy-efficient and affordable constructions with sustainable use of natural resources, as well as for improving the environment in cities and the quality of life of citizens by introducing the principles of "green infrastructure";
2. Assists the Minister in the implementation of the state policy on assessment and verification of constancy of performance of construction products pursuant to Regulation (EU) № 305/2011 of the European Parliament and of the Council of 9 March 2011 laying down harmonised conditions for the marketing of construction products and repealing Council Directive 89/106/EEC (OJ L 88 of 4.04.2011), Regulation (EU) 2024/3110 of the European Parliament and of the Council of 27 November 2024 laying down harmonised rules for the marketing of construction products and repealing Regulation (EU) № 305/2011 (OJ L of 18 December 2024) and in the implementation of a national system for the assessment of construction products for which harmonised technical specifications are not yet available;
3. Organises and manages the overall implementation of Regulation (EU) № 305/2011 and Regulation (EU) 2024/3110;
4. Coordinate and manage the implementation of the National Strategy for the Digital Transformation of the Building Sector 2030 and the Roadmap by:
develop, coordinate and propose changes in the regulatory framework related to the implementation of building information modelling (BIM) in investment design;
organise and maintain information systems, registers and databases relevant to the digital transformation of investment design;
c) carry out monitoring, evaluation of the implementation and periodic reporting to the Minister and the Council of Ministers on the progress of the strategy and reforms;
participate in the evaluation and management of artificial intelligence systems in the scope of construction, construction products, technical regulations;
5. Organizes and manages the development of the technical regulations under item 1, carries out research and analysis of the results of their implementation and/or impact assessment;
6. Coordinates the submission of draft technical regulations to the Ministry for notification to the European Commission;
7. Acts as the body responsible for notifying and carrying out the necessary procedures for the assessment and notification to the European Commission and the Member States of the European Union of bodies authorised to carry out third-party tasks in the process of assessment and verification of constancy of performance of construction products in accordance with Regulation (EU) № 305/2011 and Regulation (EU) 2024/3110;
8. Acts as a Product Contact Point for Construction in accordance with the requirements of Article 10 of Regulation (EU) № 305/2011, Article 72 of Regulation (EU) 2024/3110 and Articles 9 and 10 of Regulation (EU) 2019/515 of the European Parliament and of the Council of 19 March 2019 on the mutual recognition of goods lawfully marketed in other Member States and repealing Regulation (EC) № 764/2008 (OJ L 91/1 of 29.3.2019), which provides information on the national requirements applicable to the intended use of each construction product and their lawful marketing; keep the information provided up-to-date and publish it on the website of the Product Contact Point for Construction;
9. Defines the national norms, rules, levels and parameters, which are related to the application of the European norms for the design of construction structures and for the satisfaction of the basic requirements for constructions under Art. 169 of the Spatial Planning Act with regard to buildings, building systems and facilities, including with regard to the systems and facilities of the technical infrastructure in the field of water supply and sewerage, transport infrastructure, etc.;
10. Coordinate, commission and manage the research and applied research necessary to determine the national norms, rules, levels and parameters referred to in point 9 and to develop the national provisions for the implementation and application of European standards and norms;
11. Represents the Ministry and participates in national accreditation, metrology and standardisation bodies, participates in working groups on European integration and in technical committees on standardisation at the Bulgarian Institute for Standardization and draws up opinions on draft European standards with a view to their implementation through secondary legislation;
12. Organise and develop mechanisms and rules for the implementation of Regulation (EU) № 305/2011 and Regulation (EU) 2024/3110: procedures for the assessment, control and notification of bodies, rules establishing national performance requirements for construction products and mechanisms for providing this information;
13. Organizes and carries out general guidance of persons for assessment of construction products and technical assessment bodies and exercises constant control over their activities;
14. Organizes, coordinates and manages the activity of defining national requirements for the performance of construction products, declaring levels, classes or limit levels in relation to their intended use;
15. Provide information on national performance requirements for construction products in relation to their intended use;
16. Represents the Ministry in the Standing Committee on Construction under Regulation (EU) № 305/2011 and in the Committee on Construction Products under Regulation (EU) 2024/3110, prepares and coordinates positions of the Republic of Bulgaria on the issues discussed, draws up opinions on the decisions, mandates and standards discussed;
17. Participates in the Council of Europe Working Party on Technical Harmonization and prepares national positions on draft European acts that are related to the implementation of Regulation (EU) № 305/2011 and Regulation (EU) 2024/3110; participates and prepares information and opinions in the working groups on the implementation of Regulation (EU) № 305/2011 and Regulation (EU) 2024/3110, in the Advisory Groups on the preparation and development of delegated acts under Article 60 of Regulation (EU) № 305/2011, Article 89 of Regulation (EU) 2024/3110 and Article 290 of the Treaty on the Functioning of the European Union, in the AdCo Group on market surveillance of construction products, in the Group of Product Contact Points for Construction and in the Group of Notifying Authorities;
18. Participates in the scope of its competence in the development of national strategic documents, laws and normative acts and in the implementation and application of European regulations, directives and standards that are relevant to the basic requirements for construction works, and prepares opinions on normative acts of other departments and for the implementation of normative acts within the competence of the Ministry, provides methodological guidance for the implementation of the normative framework and for its promotion;
19. Researches and prepares answers to proposals, inquiries and letters of individuals and legal entities on issues related to the implementation of the regulatory framework.
