Functions of the Directorate:

  1. Assists the Minister in the implementation of the state policy on the development of normative acts (issued alone or jointly with other competent ministers) in the field of design, implementation, maintenance and demolition of constructions and their harmonization with the law of the European Union with a view to creating conditions for the construction of safe, energy-efficient and affordable constructions with sustainable use of natural resources;
    2. Assists the Minister in the implementation of the state policy on assessment and verification of constancy of performance of construction products pursuant to Regulation (EU) № 305/2011 of the European Parliament and of the Council of 9 March 2011 laying down harmonised conditions for the marketing of construction products and repealing Council Directive 89/106/EEC (OJ L 88, 4.04.2011) and in the implementation of a national system for the assessment of construction products for which harmonised technical specifications are not yet available;
    3. Organizes and manages the overall activities for the implementation of Regulation (EU) № 305/2011;
    4. Organizes and manages the development of the technical regulations under item 1, carries out research and analysis of the results of their implementation;
    5. Coordinates the submission of draft technical regulations to the Ministry for notification to the European Commission;
    6. Acts as the body responsible for notifying and carrying out the necessary assessment and notification procedures to the European Commission and the Member States of the European Union of bodies authorised to carry out third-party tasks in the process of assessment and verification of constancy of performance of construction products in accordance with Regulation (EU) № 305/2011;
    7. Acts as Product Contact Point for Construction in accordance with the requirements of Regulation (EU) № 305/2011 and Regulation (EC) № 764/2008 of the European Parliament and of the Council of 9 July 2008 laying down procedures relating to the application of certain national technical rules to products lawfully marketed in another Member State and repealing Decision № 3052/95/EC (OJ L 218, 13.8.2008) providing information on the national requirements applicable to the intended use of each construction product;
    8. Defines the national levels and safety parameters of buildings and equipment and the technical classes of construction products in terms of load-bearing capacity, fire resistance, durability, etc., of construction works for the application of European standards for the design of construction works;
    9. Provides guidance on research activities necessary for the elaboration of national regulations for the implementation and application of European standards and norms;
    10. Represents the Ministry and participates in national accreditation, metrology and standardisation bodies, participates in working groups on European integration and in technical committees on standardisation at the Bulgarian Institute for Standardization and draws up opinions on draft European standards with a view to their implementation through secondary legislation;
    11. Organises and develops mechanisms and rules for the implementation of Regulation (EU) № 305/2011: procedures for the assessment, control and notification of bodies, rules establishing national performance requirements for construction products and mechanisms for providing this information;
    12. Organizes and carries out general guidance of persons for assessment of construction products and technical assessment bodies and exercises constant control over their activities;
    13. Organizes, coordinates and manages the activity of defining national requirements for the performance of construction products, declaring levels, classes or limit levels in relation to their intended use;
    14. Provide information on national performance requirements for construction products in relation to their intended use;
    15. Represents the Ministry in the Standing Committee on Construction under Regulation (EU) № 305/2011, prepares and coordinates positions of the Republic of Bulgaria on the issues discussed, prepares opinions on the decisions, mandates and standards discussed;
    16. Participates in the Council of Europe Working Party on Technical Harmonisation and prepares national positions on draft European acts related to the implementation of Regulation (EU) № 305/2011; participates and prepares information and opinions in the working groups on the implementation of Regulation (EU) № 305/2011, in the AdCo group on market surveillance of construction products, in the group of Product Contact Points for Construction and in the group of Notifying Authorities;
    17. Draws up opinions on normative acts of other departments and for the implementation of normative acts within the competence of the Ministry, provides methodological guidance for the implementation of the normative framework and for its promotion;
    18.Explores and prepares answers to proposals, inquiries and letters of individuals and legal entities on issues related to the implementation of the regulatory framework.
