Joint Monitoring Committee – it reviews the overall effectiveness, quality and coherence of the Programme implementation and is the main decision making body of the Programme. Joint Technical Secretariat – Regional Development Agency – East Region (SERDA) is situated in Constanta, Romania and primarily supports the Managing Authority and the Joint Monitoring Committee in carrying out their functions. It provides information to all potential beneficiaries about funding opportunities under the Programme and supports the implementation of the projects.
