“Site Investigations, Detailed Design and Bidding documents for Neikovtsi Dam”

Expressions of interest

The Government of Republic of Bulgaria has received a loan from the World Bank for the purpose of a Municipal Infrastructure Development Project and it intends to apply part of the proceeds for payment for consulting services.

One component of the proposed project will be the completion of Neikovtsi Dam where the Consultant shall perform “Site Investigations, Detailed Design and Bidding documents for Neikovtsi Dam”.
The works includes completion of “Neikovtsi” Dam, which is situated in the valley of Neykovska River and is partially built. It is located about 7, 5 km away from the town of Tryavna.
Neykovtsi project includes: rock fill dam, diversion gallery, water intake tower, main outlet, grouting gallery, Mexican-type spillway, potable water treatment plant (PWTP). The dam is rock fill type with an asphalt concrete diaphragm.
The PWTP is located about 1 km away from Tryavna and shall provide potable water with a quantity of 240 l/s.

The Consultant shall be required to act as “Consultant” according to the Bulgarian legislation pursuant to Article 162 of the Spatial Development Act (SDA), (State Gazette of the Republic of Bulgaria, No. 65/2003 and the subsequent revisions), where the Consultant have to perform:
 (i)   Investigation of the site and existing facilities
 (ii) Preparation of Conceptual, Technical Design with bill of quantities and Technical Specifications, working drawings for completion of the construction of the dam and water treatment plant 
(iii) Bidding documents for construction works and
 iv) designer’s supervision during construction
The Consultants are informed that a fulfillment of the requirements of art. 162 and art. 230 of the Bulgarian Spatial Development Act (SDA) shall be obligatory and a condition for the contract signing.
The Ministry of Regional Development and Public Works of the Republic of Bulgaria now invites eligible consultants to indicate their interest in providing the services.
The Consulting services will be required for approximately 34 (thirty four) months from the Contract signing, of which 10 (ten) months for activities i) to iii) above and 24 (twenty four) months for activity iv) above.
Interested consultants must provide information indicating that they are qualified to perform the services:
 Consultant’s profile - place and date of registration, overall experience in the field of the assignment, staff resources (general experience and qualification of the key personnel ), financial capacity (annual turnover for the last three years, annual turnover in the field of the assignment for the last five years)
 ISO 9001:2008 Certificate for a quality management system in design. The scope of the certificate shall meet the subject of this assignment.
 Experience in Similar Projects- the Consultant shall have at least 3 (three) projects (detailed design) for dams, developed and approved by relevant state authorities in the last 10 years. In case of an association each partner has to meet the requirement of at least 2 (two) dam projects.
 List of related contracts completed during the last 10 (ten) years – brief description of the assignment including name of the Client, place, implementation period and value, etc.
 Local Experience. Information for local and regional experience on similar projects. Past experience in co-operation with local consultants or implementing tasks similar to the assignment in the Country. 
 References from previous Clients.

In addition to the required information Consultants may provide brochures and other related documents.
Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can submit an EOI individually and as a partner of a joint venture in the same selection process.
Consultants who are interested in and would like to submit their Expression of Interest for more than one contract should confirm that they have sufficient financial and human resources to carry out more than one such contract as relevant, and that for each different contract the Consultants should provide in their proposals different individuals in the teams of key personnel.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published May 2004 and revised in October 1, 2006 and May 1, 2010.  Consultants will be selected based on quality and cost selection (QCBS).

Expressions of interest must be submitted in one (1) original in English and two (2) copies of the above information to the address below by the 18th  of November,  2011, 16:00 p.m. (Sofia local time) and should be clearly marked “Site Investigations, Detailed Design and BD for Neikovtsi Dam”, Contract No MIDP-D-QCBS-4.
