Contract No MIDP-CS-2 „Project Implementation Support Assistance”

The Government of Bulgaria has received a loan from the World Bank for the purposes of a Municipal Infrastructure Development Project and it intends to apply part of the proceeds of the Loan for consulting services.

The project consists of three components:
•Component 1: Project Implementation Support.
•Component 2: Preparation of Regional Water and Waste Water Master Plans covering the whole of Bulgaria, with the exclusion of Sofia City
•Component 3: Provision of works and goods related to Completion and Rehabilitation of Dams: (i) completion of Luda Yana dam, including its associated water treatment plant (ii) completion of Plovdivtsi dam, including its associated water treatment plant (iii) completion of Neikovtsi dam, including its associated water treatment plant and (iv) rehabilitation of Studena dam.

Subject of the present Expression of Interest is part of Component 1 of the project and will provide technical assistance for implementing of the project activities. Consulting services are required for approximately 48 months from the commencement date. 
 
The Ministry of Regional Development and Public Works now invites eligible consultants to indicate their interest in providing the services for contract MIDP-CS-2 “Project Implementation Support Assistance”. The main objective of these services is to support the Project Implementation Unit (PIU) of the Ministry of Regional Development and Public Works and secure a timely start- up of all components of the MIDP not yet initiated and to continue to ensure a timely implementation and good quality of all services and works financed by the World Bank.
The consultant services comprise the following tasks, but not limited to those listed below:

•On Component 2 of the project (Preparation of Regional Water and Waste Water Master Plans) – to assist the PIU during the implementation of the contracts, including review and comment on consultants deliverables, including Inception Reports, draft and final Master Plans, contracts control and administration, time schedule, cash flow and project documentation and archives control.
•On Component 1 and 3 of the project (Completion and Rehabilitation of Dams) - to assist the PIU during the implementation of the contracts for (i) site investigations, detailed design and bidding documents for completion of Luda Yana, Plovdivtsi, Neikovtsi dam and the associated water treatment plants and rehabilitation of Studena dam and (ii) construction supervision Luda Yana, Plovdivtsi, Neikovtsi and Studena dam, (iii)construction works for completion of Luda Yana, Plovdivtsi, Neikovtsi dams and rehabilitation of Studena dam with the associated water treatment  plants, including review and providing comments on consultants deliverables, contracts control and administration, time schedule, cash flow and project documentation and archives control to assist the PIU and provide comments of environmental management plans, resettlement      action plans and land acquisition plans to assist the PIU in obtaining construction and all other permits and approvals as required from the local legislation.
•To provide regularly information on the status of components 1, 2 and 3 and provide recommendations, including Master Planning, design, land acquisition, procurement, financial status, and quality assurance issues. This information shall be directed to the Government, Parliament, the media and the general public and be readily available in a transparent manner for example through a Project specific website.
•Communication – the Consultant shall develop a proposal for a communication plan, with provisions for project affected people and others to get a timely response and possible follow-up actions where warranted the Consultant shall be responsible for development of a Project website to provide accurate, transparent and timely information on the project status.

Interested consultants must provide information indicating that they are qualified to   perform the services, including:
Consultant’s profile - place and date of registration, overall experience in the field of the assignment, staff resources (general experience and qualification of the key personnel ), financial capacity (annual turnover for the last three years, annual turnover in the field of the assignment for the last five years)
ISO 9001:2008 Certificate for a quality management system. A short review of the measures the consultant intends to take to ensure the quality of the project, whose relevance will be evaluated
Experience in Similar Projects and Performance of Similar Services. List of related contracts completed during the last 5 (five) years – brief description of the assignment including name of the Client, place, implementation period and value, etc.
The Consultant shall have at least 2 (two) implemented projects for preparation of regional master plans for water and waste water in the last 10 (ten) years. In case of an association one of the partners has to meet the above requirement.
The Consultant shall have at least 2 (two) implemented projects for design or construction supervision or project management of dams in the last 10 (ten) years. In case of an association one of the partners has to meet the above requirement.
Local Experience. Information for local and regional experience on similar projects. Past experience in co-operation with local consultants or implementing tasks similar to the assignment in the Country. 
References from previous Clients.

In addition to the required information Consultants may provide brochures and other related documents.
Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can submit an EOI individually and as a partner of a joint venture in the same selection process.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published May, 2004 and revised in October 1, 2006 and May 1, 2010. Consultants will be selected based on quality and cost-based selection (QCBS).
